UN votes 9–0 to condemn North Korea's invasion; the Soviet seat sits empty
Ernest Gross presents Resolution 82 as ten North Korean divisions drive toward Seoul, and Moscow's self-imposed boycott leaves no one to cast a veto.
North Korea's ten divisions had already crossed the 38th parallel and were driving toward Seoul when the United Nations Security Council convened an emergency session on June 25, 1950. U.S. diplomat Ernest A. Gross presented Resolution 82, which condemned the invasion as a breach of peace under the UN Charter and demanded North Korean forces withdraw immediately. The measure passed 9–0, with Yugoslavia abstaining — made possible only because the Soviet Union had walked out of the Council months earlier in a separate boycott and was not present to veto it.
